GURPS High tech 4th edition is in my oppinion my Best Buy for the new GURPS line.
As a veteran of 3rd ed, I also had the old High Tech book. When reading on the back of this, it promised all sorts of technologigal rules, lists and data. In truth, it was mostly a good set of weapons tables. Sure, if you read through the - sometimes - mess of pure text, you'd end up with lost of useful information. But I still kiked it a lot.
But the 4th ed version is everything that was ever promised. No question about it!
The book is built up with different sections describing different areas of tech. It has a good introduction, outlining base techs and establishing a system and general terms.
If you are - like me - a player of mostly post-industrial campaigns, this is indispensible. Currently I'm playing a 1930s pulp campaugn, and a present day Mercenary/Spec Ops thing. Both places where High Tech Excels. In truth, anything from the Victorian era and beyond will benefit greatly. Sure it was lots of guns, and so it should be, since these seem indispelsible. Armour is greatly described in detail, also eye- and ear protection and various specialized devices. Clothing is differentiated, and describes how different types work in different ways. You get stats for webbing, packs and luggage, survival equipment, provisions, navigational aids etc.
Sensors, detection gear, locks, alarms and traps also get a work over.
In conclusion, this book is a very useful companion to any modern day campaign, if you want more detail and a better selection than the basic books.
