If nothing else, Carcassonne: The Count makes a great set of starter tiles because the number of roads coming out of the city downgrades the previously all-conquering power of the Farmer in affecting the outcome of the game. The actual gameplay of this expansion is a slightly different matter. In essence, it allows you to 'paratroop' your meeples into a feature just completed - either your own or another player's - provided The Count is not in the area of the city where you've been storing your meeples (different areas of the city correspond to different scoring features). What actually happens in practice (in my experience), is that everyone puts their meeples in the same area as whoever placed one first, in a classic 'stockpile excalation' in the hope of outgunning one another when the relevant feature is completed. It then becomes a case of 'who blinks first', with everyone waiting to the last possible moment before using their paratroop meeples, only for them all to be pinned down by The Count at the end of the game, and therefore unusable.
As ever, the production values are excellent, and the low cost means it's worth picking up even if you only use the tiles as the starter for a standard game.
