you can moderate the luck of the tile draws by choosing your starting hand wisely. This normally allows you to put in place a strong position, on which to build, although admitedly it can be frustrating if a key tile does not come out 'til late (but then you should have chosen it for your starting hand if it's that key to your strategy).
In the final analysis, unless the game ends prematurely by dint of a sneaky steerpike, everyone gets the same tiles to play so it's about how you optimise them.
I find two player Samurai rather dull and lifeless. Four player adds the most challenge and you get the whole board !
